Milendophe Duperier, 33, of Randolph, Norfolk County, Massachusetts, United States is the son of a pastor at a Haitian church. He and his fiancée Vanessa Joseph, 26, are accused of setting up a Ponzi scheme targeting members of the Haitian community in Massachusetts.
Aside from Randolph, Duperier has lived in other parts of Massachusetts including Everett and Revere. He is a former resident of Richmond, Texas, USA and Altamonte Springs, Florida, USA.

Duperier and Joseph allegedly solicited millions of dollars from about 40 family members, friends and congregants of their churches. The couple also received more than $1 million in federal Payroll Protection Program and Small Business Administration loans that were not used for their intended purposes.
Between 2018 and 2022, Duperier and Joseph defrauded dozens of individual investors by falsely representing that he would use the entirety of their investments to purchase securities. The two sold unregistered promissory notes to investors promising annual interest rates of 60% to be paid monthly.
However, Duperier and Joseph used the funds to pay prior investors and for personal purchases and expenses instead of investing the funds in the securities markets as promised. In total, the two defrauded individual investors of more than $3.2 million.
On June 29, 2020, Duperier registered a business called Any Coast Management in Massachusetts. Breach of contact-commercial cases were filed against him in Kings County, New York, USA by Maverick Funding on June 27, 2022 and by Shizoom on October 13, 2022.
On December 19, 2022, the securities division of the secretary of the Commonwealth of Massachusetts filed an administrative complaint against Duperier, Joseph and their associated companies. The complaint sought an order fining the two and requiring them to pay restitution to their investors.
On May 21, 2025, Duperier and Joseph plead guilty to one count each of conspiracy to commit wire fraud. Plea hearings for the two have yet to be scheduled.
