Luis Francisco Soriano, 31, has been arrested in the Dominican Republic. He was wanted by the police department of Irondequoit, Monroe County, New York, United States on charges of narcotics and four charges of second-degree murder.
In November 2022, Alan Laird retired from his role as the Irondequoit Police Department chief. In January 2023, he was replaced by Scott Peters.
Julio Cesar Pimentel Soriano
While wanted for a 2019 murder in the Dominican Republic, Soriano’s brother Julio Cesar Pimentel Soriano, 34, left the country. Julio allegedly traveled to Puerto Rico, USA illegally and entered the U.S. mainland using a fake New York identification card.
On August 31, 2024, Fraime Ubaldo, 30, Marangely Moreno Santiago, 26, Evangeline Ubaldo Moreno, 4, and Sebastian Ubaldo Moreno, 2, were all found dead in a fire at their residence in Irondequoit. Luis and Julio were identified as the suspects.
Julio was arrested in September 2024. He was indicted on arson, burglary, kidnapping and murder charges in October 2024.

After the quadruple homicide in Irondequoit on August 31, 2024, Luis fled to Puerto Rico. After becoming aware of the presence of the U.S. Marshals Service on the island, he fled by boat to the Dominican Republic.
On September 23, 2024, Luis was added to the U.S. Marshals’ list of the 10 most wanted fugitives in Puerto Rico. Investigators later developed information that he was employed at a hotel in Punta Cana, Dominican Republic.
On June 4, 2025, members of the U.S. Marshals stationed in Santo Domingo, Dominican Republic went to that hotel in coordination with Dominican authorities. He was arrested without incident after he finished his shift at the hotel’s call center that day.
Luis will remain in the custody of Dominican authorities before his extradition to the U.S. He is also known as Jefry Yevo.
