In December 2024, the Blount County Sheriff’s Office received a report from three female juvenile victims who came forward with information that an individual they believed was a male juvenile befriended them on Snapchat. According to the girls, the individual coerced them into sending him inappropriate photos and videos.
When the girls refused, they were allegedly threatened by the suspect by telling them he knew where they lived and that he would release the photos and videos publicly if they cut communications with him. One of the girls allegedly received inappropriate materials from the suspect.
A Blount County Sheriff’s Office investigator used a series of investigative techniques and identified Torres as the perpetrator of the crimes. He was tied to victims in other states outside Tennessee.
Torres was arrested but a Florida judge released him without bond conditions or instructions to report to Tennessee. After his release, he started communicating with other victims outside of the state.
Tennessee and Florida’s respective governors Bill Lee, 65, and Ron DeSantis, 46, intervened and issued a governor’s warrant. This authorized the Tampa office of the U.S. Marshals Service‘s Florida Caribbean Regional Fugitive Task Force to arrest Torres at his residence in Tampa on June 19, 2025.
The Blount County Sheriff’s Office charged Torres with unlawful exposure; continuous sexual abuse of a child; sale, loan or exhibition of material to minors; two counts of harassment; two counts of aggravated stalking; three counts of sexual exploitation of a minor; four counts of aggravated sexual exploitation of a minor; five counts of especially aggravated sexual exploitation of a minor; and 13 counts of sexual exploitation of a minor by electronic means. Within 30 days, he will be extradited to face the charges in Blount County.
