Ludvi Carias Interiano, 34, of West Haven, New Haven County, Connecticut, United States has been arrested and charged with unlawful restraint in the first degree and aggravated sexual assault in the first degree. He is currently being held on a $750,000 bond.

On the morning of August 9, 2025, Carias went to Fort Hale Dog Park on Townsend Avenue in New Haven, New Haven County. He was wearing a blue, patterned polo shirt, a pair of gray dress pants and a pair of brown dress shoes.
That morning, Carias allegedly approached a woman who was on a morning run and brandished a boxcutter. Between 7:30 a.m. and 8:15 a.m., he allegedly attacked the woman in a wooded area of the park and raped her there.
Carias allegedly fled after assaulting the woman. Authorities did not confirm whether or not she is a New Haven resident.
The woman went to the New Haven Police Department and reported that she was attacked by a Hispanic man who is 5’6″ or 5’7″ tall with a medium build. Upon receiving the report, the department released a sketch of the suspect.
The case was assigned to New Haven Police Department detective Samantha Romano, who developed probable cause to arrest Carias. On the morning of September 11, 2025, he was taken into custody at his residence in West Haven.

From August 2009 to May 2013, Romano attended Quinnipiac University in Hamden, New Haven County where she earned a bachelor’s degree in criminal justice. From August 2011 to December 2011, she studied criminal justice at Bond University in Robina, Gold Coast, Queensland, Australia.
In July 2014, Romano joined the New Haven Police Department as a patrol officer. In March 2019, she became a field training officer.
In March 2022, Romano joined the special victims unit of the New Haven Police Department as a detective. In November 2023, she became a Police Officer Standard and Training Council certified instructor.
