Viengsavanh Boutdavong, 46, of Seattle, Washington, United States has been arrested. He is of Laotian descent and he is a homeless man.

Viengsavanh Boutdavong

Boutdavong lived in Tent City # 3 at 2720 South Hanford Street in Seattle. It is a facility for homeless people run by the grassroots organization SHARE.

On September 11, 2025, Boutdavong allegedly inappropriately touched a girl, 5, inappropriately. She and her mother have been living in Tent City # 3 for around two weeks.

On September 12, 2025, Boutdavong allegedly inappropriately touched the girl again. When another resident saw him trying to lure the girl into his tent, the resident instructed the girl to return to her mother.

In the evening, Seattle Police Department officers were called to the facility. They spoke to the girl, who identified Boutdavong as her abuser.

The officers found Boutdavong in his tent. He was arrested and the girl was taken to Seattle Children’s Hospital in Laurelhurst, Seattle for a sexual assault kit and medical evaluation.

Probable cause was determined to charge Boutdavong with first-degree rape of a child and kidnapping. He was booked into the King County Jail in Seattle.

On September 13, 2025, Boutdavong made his initial court appearance. Prosecutors asked the court to set bail at $750,000.
