Chuah is a Chinese-American beauty queen raised in Ashburn, Virginia. Her father Chong-Ket Chuah is an engineer and her mother Ann Hebda is a dentist.

Victoria advocates for support systems and programs that allow adults with autism to live secure and purposeful lives. Her younger brother Luke Chuah is on the autism spectrum.
