Julio Ángel Torres Roche, 19, of Villalba, Puerto Rico, United States has been arrested. He is a federal fugitive linked to a violent transnational criminal organization called Los Viraos and was part of a violent crew that broke ties with a larger notorious criminal organization in Caguas, Puerto Rico.

On June 11, 2025, Torres was arrested while agents of the Puerto Rico Police Bureau assigned to the Caguas Drug Division were conducting operations in the Luis Muñoz Morales public housing complex in Cayey, Puerto Rico. During the arrest, 10 capsules of crack cocaine, 32 bags of cocaine, nine marijuana joints and 10 decks of heroin were seized from him.

On July 1, 2025, three criminal charges for violations of the Controlled Substances Act were filed against Torres. He was released after posting bail, which was set at $6,000 by Judge Lisa Durán.

On August 6, 2025, Puerto Rico Police Bureau agents assigned to the Intelligence and Arrests Division of the Caguas area carried out an intervention on Marginal Street of La Ley in Cayey arrested Torres, Rosmary Santiago Serrano, 25, and Miguel Yadiel Fuentes Oquendo, 27. They were found in possession of a Glock pistol modified to fire automatically, a Taurus 9mm pistol with a defaced serial number, three magazines, 18 bags of cocaine, 31 decks of heroin, 41 rounds of ammunition and $371 in cash.

On September 22, 2025, a federal grand jury in the District of Puerto Rico indicted Torres and 42 other Los Viraos members from Cayey. Here is the complete list of the indictees:

On December 3, 2025, the Puerto Rico Violent Offender Task Force (PRVOTF) of the U.S. Marshals Service arrested Julio without incident in Building 28 of the Arístides Chavier Public Housing Complex in Ponce, Puerto Rico. Several items and controlled substances were seized during the arrest including a cellular phone, ledger notebooks, several hundred dollars in cash, magazines and ammunition, a modified handgun capable of automatic fire and a large quantity of crack cocaine packets, heroin decks and marijuana baggies.

The US Marshals turned over all evidence to Homeland Security Investigations. Based in Washington, D.C., USA, the latter is the lead investigative agency responsible for the indictment.
