Demare Encarnacion
Demare Andrew Encarnacion, 32, is a native of Saint Thomas, United States Virgin Islands. The island is around 25.3 miles away from Tortola, British Virgin Islands.

Cecil Scatliffe
Scatliffe is Eltira Scatliffe‘s son, Lucinda Colbourne and Linda Allen‘s brother and Tamika Phillipus‘s former husband. He has five children namely Abigail Alexander, Cyele Scatliffe, Shaun Scatliffe, Tash Miia Scatliffe and Tasheem Scatliffe and three stepchildren namely Jahfarrie Gordon, Janiah Young and Latrice Phillipus.
Cecil was also known as Sonny, Sonny T and Tasha. On August 25, 2024, he turned 59.
At around 3:04 a.m. on October 13, 2024, Cecil was fatally shot in the area of Kronprindsens Gade on St. Thomas. Encarnacion was identified as a suspect.
On October 17, 2024, the Virgin Islands Police Department secured an arrest warrant for Encarnacion. The St. Thomas native was charged with first-degree murder, possession of an unlicensed firearm within 1,000 feet of a school and use of a firearm during the commission of a crime of violence.
In December 2024, investigators with the Florida Caribbean Regional Fugitive Task Force (FCRFTF) of the U.S. Marshals Service developed information that Encarnacion was on Tortola. The VIPD, the British Virgin Islands Department of Immigration and the USMS foreign field office in Jamaica participated in the investigation.
On March 18, 2025, the USMS and the VIPD received information from members of the Royal Virgin Islands Police Force that Encarnacion had voluntarily turned himself in to authorities on Tortola. The marine unit of the VIPD went to the island to retrieve him and transport him back to St. Thomas.
Encarnacion was officially arrested and charged with first-degree murder on St. Thomas. His bail was set at $1,000,000.
