Kenneth Norman Baker, 41, of Baxter Springs, Cherokee County, Kansas, United States is accused of receiving, distributing and possessing child sexual abuse materials (CSAM). He has been charged through a criminal complaint in Wichita, Sedgwick County, Kansas, according to the U.S. Department of Justice.

Baker was charged with one count each of receipt of child pornography, distribution of child pornography and possession of child pornography. The U.S. Department of Justice has yet to confirm whether or not he was arrested.

Project Safe Childhood

Assistant U.S. attorney Jason Hart is prosecuting the case involving the charges filed against Baker. The Cherokee County Sheriff’s Office and the Federal Bureau of Investigation are investigating the case, which was brought as part of Project Safe Childhood (PSC).

In 1998, the U.S. Department of Justice started a task force called Internet Crimes Against Children (ICAC). In May 2006, the department launched PSC as an initiative to combat the growing epidemic of child sexual exploitation and abuse in the U.S.

PSC is led by the offices and the Child Exploitation and Obscenity Section (CEOS) of each U.S. attorney’s district. Aside from the FBI and ICAC task forces, PSC has several partners including the National Center for Missing and Exploited Children (NMEC), the U.S. Immigration and Customs Enforcement (ICE), the U.S. Marshals Service (USMS) and the U.S. Postal Inspection Service.

Aside from Baxter Springs, Baker has lived in other parts of Kansas including North Little Rock, Pulaski County. Little Rock, Pulaski County is around 2 miles away from North Little Rock and around 290 miles away from Baxter Springs.

In November 2024, Brian Henderson stepped down as the Baxter Springs Police Department after being elected the Cherokee County sheriff. On May 20, 2025, Baxter Springs mayor Kelly Abbott appointed Rick Comer as the new chief of the city’s police department.
