Billy Gene Stephens III, 34, is a ranger at Missouri State Parks, a division of the Missouri Department of Natural Resources. Formed in 1974, the department is based in Jefferson City, Missouri, United States.
Jefferson City was named after Thomas Jefferson, the third U.S. president. The city is around 58 miles away from Camdenton, Camdenton County, Missouri, which is home to the Camden County Sheriff’s Office and the Camden County Adult Detention Facility.

Stephens former Army Ranger. He had been employed as a tactical firearms instructor at training facilities.
While employed as a Missouri State Parks ranger, Stephens is accused of taking a juvenile on a trip and having sex with the juvenile in a hotel room for two nights. The suspect allegedly would sometimes pay the alleged victim to have sex with him and gave the victim gifts such as a cell phone.
According to the juvenile, Stephens III would assault them nearly every time the Missouri State Parks ranger was at their residence. The ranger allegedly told the juvenile that there was nothing wrong with what they were doing because people did it all the time long ago.
Moreover, Stephens allegedly told the juvenile they could not tell anyone about their activities because of his job. If he went to jail, he would be killed, the ranger allegedly said.
On July 19, 2025, the juvenile went to the Camden County Sheriff’s Office to report the ongoing sexual abuse. In the evening, Stephens was arrested while he was on duty at the Camden County Adult Detention Facility.
After the arrest, the Missouri Department of Natural Resources placed Stephens on unpaid administrative leave pending further investigation. He was charged with second-degree statutory sodomy, second-degree statutory rape, second-degree aggravated child molestation of a child less than 17 years old and two counts of tampering with physical evidence.
