Fuad Farah Ikhbeis, 57, of Jordan and Lloyd Tinashe Hwehwe, 36, of Zimbabwe are among the criminal aliens arrested by the field office of the U.S. Immigration and Customs Enforcement (ICE) in Houston, Texas, United States during a weeklong operation focused on enhancing public safety in the southeast part of the state. It started on August 17, 2025 and ended on August 23, 2025.

The arrests were part of the efforts of the Enforcement and Removal Operations (ERO) of the ICE to target noncitizens with criminal convictions who may pose a risk to public safety.

Fuad Farah Ikhbeis

Ikhbeis is a resident of Houston. He is married to Rebecca Susanne Foreman, 53, of Spring, Texas.

In 1995, Ikhbeis was convicted of sexual indecency with a minor. Authorities have yet to release details about his crime and how he avoided incarceration.

Aside from Houston, Ikhbeis has lived in other parts of Texas including Spring. In October 2001, he and Foreman purchased a property in Spring.

In November 2024, Ikhbeis turned 57. On August 22, 2025, he was arrested by ICE officers.

Lloyd Tinashe Hwehwe

Hwehwe is a resident of Grand Prairie. He attended Belvedere Primary School in Harare, Zimbabwe.

Aside from Grand Prairie, Hwehwe has lived in other parts of Texas including Irving. He is 6’9″ tall.

On April 30, 2023, Hwehwe was arrested by officers with the police department of Plano, Texas and charged with driving with intoxication with previous intoxication manslaughter conviction. On January 26, 2014, he drove his sister’s car while he was intoxicated and on probation for DWI

On the side of the highway in Oak Cliff, Dallas, Texas, Hwehwe crashed into a stalled truck, which fatally crushed Richard Vielma, 44. The suspect was convicted of intoxicated manslaughter and sentenced to 10 years in prison.

On October 14, 2024, Hwehwe turned 36. On August 19, 2025, he was arrested in Houston.
