On July 21, 1998, Salazar entered the U.S. as a lawful permanent resident. He chose to maintain his Mexican citizenship and never adjusted his status to become a U.S. citizen.

While in the U.S., Salazar was a member of a gang. On September 3, 2005, he and other members of the gang murdered Fernando Diaz Jr., who they accused of making a disparaging remark about their gang.

Diaz was 21. He was violently beaten to death and his body was dumped on a trail near the Fox River, a tributary of the Illinois River, flowing from Wisconsin, USA to Ottawa, Illinois, USA.

On September 12, 2005, Salazar was arrested. On July 10, 2007, he was convicted by a judge in the Kane County Circuit Court in Elgin, Illinois and sentenced to 20 years in prison.

On September 26, 2016, Salazar lost his lawful permanent resident status in the U.S. That day, a U.S. Department of Justice immigration judge ordered him removed from the country.

While Salazar was still incarcerated in the Stateville Correctional Center in Crest Hill, Illinois, the ICE field office in Chicago, Illinois lodged an immigration detainer with the prison. However, state officials refused to directly transfer him to ICE custody.

On September 12, 2025, Salazar was released from the Stateville Correctional Center. On September 15, 2025, ICE officers arrested him in Elgin.

The Mexican man will remain in ICE custody until his removal from the U.S. His arrest is part of Operation Midway Blitz, which was launched in honor of Katie Abraham of Glenview, Illinois.
