Demare Andrew Encarnacion, a 32-year-old from Saint Thomas, is a murder suspect in the shooting death of Cecil Rudolph Scatliffe on October 13, 2024. Encarnacion was charged with first-degree murder and related offenses. After evading authorities, he turned himself in on March 18, 2025, and was arrested with a bail of $1,000,000.
