Herschi Perry Excell, 23, and four others were charged in 1991 with trafficking illegal firearms after an undercover investigation revealed a stockpile, including grenade launchers and automatic weapons. Excell was armed when arrested and pleaded not guilty. Vista, California, where he lived, is known for its revitalized downtown and craft beer scene.
