Jacob Ryan Philbeck, 29, lives in an apartment in Palm Harbor, Pinellas County, Florida, United States. He is a registered Republican voter.

On Facebook, Philbeck supported flying the Confederate flag and opposed gun control. In 2018, he wrote, “for the record i am very conservative even more right than many republicans maybe im libertarian idk.”

At 5:42 a.m. on May 8, 2022, Philbeck called 911 to inform police dispatchers that 46th U.S. president Joe Biden, 79, should be jailed while convicted drug lord Joaquín “El Chapo” Guzmán, 65, of Sinaloa, Mexico should be freed from custody.

The dispatcher told Philbeck his comments were non-emergency related and he should call 911 only if it was an emergency. However, he called 911 again twice, said the same comments about Biden and El Chapo and was told the same warning about calling 911.

At 6:05 a.m., Philbeck was on the line with 911 when Pinellas County Sheriff’s Office deputies arrested him at his apartment in Palm Harbor. He also told the deputies that Biden should be jailed while El Chapo should be released from jail.

Philbeck was charged with misuse of wireless 911 system to report a non-emergency and noncriminal matter. His bond was set at $150.

Born in Sinaloa, El Chapo is considered to have been one of the most powerful drug traffickers in the world. On January 20, 2017, he pleaded not guilty to a 17-count indictment in the U.S. District Court in New York, USA.

El Chapo was found guilty of all 17 counts on February 12, 2019 and was sentenced to life in prison plus 30 years on July 17, 2019. He is imprisoned in the U.S. Penitentiary, Administrative Maximum Facility (USP Florence ADMAX) in Florence, Colorado, USA.
