Hutchison, Kansas’s Todd Allen arrested; Ex-cop accused of being a serial sexual predator


Todd Wade Allen, 51, of Hutchison, Kansas, United States is a former police officer. Aside from Hutchison, he has lived in other parts of Kansas including Emporia and Stafford.

Between October 2012 and November 2018, Allen allegedly sexually assaulted 17 women in different parks in Hutchison. He was employed as a Hutchison Police Department officer during this period.


A week after Jeff Hooper became the Hutchison Police Department chief in October 2018, a woman was sexually assaulted at a park in Hutchison. On November 6, 2018, the police chief held a press conference to alert the public of potential dangers to our community and safety precautions they could take in regard to sexual assaults in the city.

Shortly after the press conference, Allen resigned from the department and the sexual assaults stopped. Between May 2019 and June 2022, he is allegedly involved in five prowler reports in the city.


At around 2:30 p.m. on August 17, 2022, Allen was arrested. He was charged with multiple counts of rape, kidnapping, aggravated sexual battery and aggravated incident liberties with a child.

Allen was booked into the Reno County Correctional Facility in Hutchison. His bond was set at $250,000.
