Larry David Smith was born in New York, United States. In the 1970s, he had a criminal history that included burglary, assault and escape in Montgomery County, Maryland, USA.

On October 23, 1971, he was was taking property from a burglary on Beverly Road in Rockville back to an awaiting getaway vehicle when he was confronted by Hall, who was working a part-time security job at the Manor Country Club in Rockville. He allegedly shot Hall, who died on October 26, 1971.
  6. In 1973, police interviewed him about the fatal shooting of Hall but he was not named a suspect. The case went cold.
  7. In 1975, he asked a judge if he could go back to using his birth name Larry David Smith while in court for a burglary case. The judge granted his request.
  8. In 1977, he moved from Maryland back to New York.
  9. Amid the new coronavirus (COVID-19) pandemic, which started in 2020, he lived in a nine-story public housing high-rise for older or disabled residents in Little Falls, Herkimer County, New York.
  10. In October 2021, until the Cold Case Unit of the Montgomery County Department of Police took up the case involving Hall’s death. Investigators found the old reel-to-reel tape, which was converted to digital form by Federal Bureau of Investigation technicians. It captured him discussing details about the shooting of Hall that police had never released to the public.
  11. On August 31, 2022, Montgomery County Department of Police officials identified him as the suspect who shot Hall on October 23, 1971.
  12. On September 1, 2022, Montgomery County Department of Police detectives Katie Leggett and Lisa Killen in Little Falls. He was arrested and charged with first-degree murder after telling them that he shot Hall by accident on October 23, 1971 and did not know that Hall died.
  13. He was 70 years old when he was arrested on September 1, 2022. He was booked into the Herkimer County Jail in Herkimer, New York and later moved to the Montgomery County Jail in Rockville.
