Did Kansas Department of Corrections officer Catherine Michelle Dutcher abuse a juvenile inmate?

Based in Topeka, Shawnee County, Kansas, United States, the Kansas Department of Corrections hired Catherine Michelle Jean Dutcher, 24, on August 22, 2022 as a corrections officer. She is a mother of one.

While employed as a corrections officer, Dutcher allegedly had a sexual relationship with a juvenile inmate who is 16 or older. Authorities did not release details about when the alleged crime happened.


At 3:00 p.m. on December 15, 2022, Dutcher was arrested. She was charged with unlawful sexual relations.

Dutcher was booked into the Shawnee County Department of Corrections in Topeka. Her bond was set at $10,000.

The Kansas Department of Corrections released Dutcher from her position on the day she was arrested. According to the department, the case has been turned over to Shawnee County district attorney Mike Kagay for review.


For many years, the Kansas Department of Corrections has suffered staff shortages. The department operates one juvenile correctional facility, three satellite correctional facility sites and eight adult correctional facility sites.

Due to staff shortages, the Kansas Department of Corrections was forced to contract with CoreCivic to move six hundred prisoners to Arizona, USA by 2019. In the same year, Jeff Zmuda was appointed as the secretary of the department.
