Robert William Orr, 56, of Palm Coast, Flagler County, Florida, United States previously lived in Gibsonia, Pennsylvania, USA. Aside from Palm Coast, he has lived in other parts of Florida including Ormond Beach, Daytona Beach and Saint Augustine.

While serving as president of the Las Brisas Condominium Association within the Matanzas Shores beachfront community in Palm Coast, Orr allegedly surreptitiously recorded people. The videos he had in his possession date back as far as 2018.

A couple had stayed in the Palm Coast unit for an entire weekend before finding out they were being recorded. Orr had been caring for the unit, which is next to his condo, while the owner lives out of state.

On August 30, 2022, the female victim, who is the owner’s granddaughter, was packing to leave when she noticed a plugged-in universal serial bus (USB) camera inside a flower pot in the master bedroom. The camera was taken to the police.

The camera contained footage of Orr testing the device inside his own unit before placing it in the flower pot and footage of the couple in various stages of undress. Police executed a search warrant inside his condo and found several other spy cameras and devices.

On September 6, 2022, Orr turned himself into the Sheriff Perry Hall Detention Facility in Palm Coast. He was released after posting $20,000 bond.

On September 19, 2022, Flagler County Sheriff’s Office deputies arrested Orr again. He allegedly secretly recorded a third victim while undressing and using the bathroom inside his condo.

After the second arrest, Orr bonded out of jail again. But on December 14, 2022, Orr was arrested for the third time for the same reason.

Orr has posted a total of $90,000 in bail. He now faces a total of six counts of unlawful use of a two-way communications device and 12 counts of video voyeurism.
