Justin Dale Sigmon, 47, worked as a captain at the Franklin County Sheriff’s Office in Franklin County, Virginia, United States. On May 25, 2023, he and his family including his daughter, 9, were on the Carnival Sunshine, a cruise ship operated by Carnival Cruise Line.
On May 25, 2023, the cruise ship departed from the Port of Miami in Miami-Dade County, Florida, USA. On May 26, 2023, Sigmon was with his family in the dining room of the ship, which was on sea, waiting for the dinner to be served.
While Sigmon’s daughter was on his lap, a witness saw him rubbing his daughter’s upper and inner thighs and moving towards her private area with his right hand. After around 10 minutes, his daughter got off his lap and sat in her own chair.
For an extended period of time, Sigmon placed both of his hands over his crotch area, concealing the area from public view. It was videotaped by the witness and the ship’s surveillance cameras in the dining room.
The Carnival Sunshine sailed to Half Moon Cay, Bahamas on May 27, 2023 and to Nassau, Bahamas on May 28, 2023. When the ship returned to the Port of Miami on May 29, 2023, Federal Bureau of Investigation agents arrested Sigmon.
On May 30, 2023, FBI special agent Jacqueline Valdes filed a criminal complaint against Sigmon, which was signed by U.S. Magistrate Judge Lauren F. Louis. The Franklin County Sheriff’s Office captain was charged with abusive sexual contact of a minor under 12.
On June 2, 2023, Sigmon resigned from his job at the Franklin County Sheriff’s Office. While he was being held in jail without bail, Brad Holley created a GoFundMe page for him on behalf of Tracy Sigmon Holley, which has since been deleted.
“I am asking for everyone to pray for him, his family and specifically that he can get a Bible while he is in jail,” Sigmon’s sister Tracy wrote on Facebook. “He needs the word of the Lord and he is standing on the faith that Jesus is in control and is going to take care of him.”
Tracy and Brad are married. She and Sigmon are Mike Sigmon and Patty Sigmon‘s children.
