Noelia Victoria Voigt Briceño is an American licensed esthetician, certified lash technician and beauty queen from Park City, Utah, United States. She was born in Sarasota, Florida, USA to her American father Jack David Voigt and her Venezuelan mother Jackeline Coromoto Briceño.

Also born in Sarasota, Jack played in the Major League Baseball from 1992 to 1998. Jackeline hails from Macaraibo, Venezuela.

Not only is Noelia the first ever Miss Utah USA of Venezuelan descent. She is also the first ever Miss USA to resign before the end of her reign.

“There is a toxic work environment within the Miss USA organization that, at best, is poor management and, at worst, is bullying and harassment,” Noelia wrote in her resignation letter, which was obtained by NBC News on May 9, 2024. “This started soon after winning the title of Miss USA 2023.”

Before moving to Park City, Noelia lived in Nokomis, Florida and in Birmingham, Alabama, USA. She went to Pine View School in Osprey, Florida and attended online classes at the Florida Virtual School.

On September 6, 2021, Higher Level Solutions Publishing published her book “Maddie the BRAVE“, an anti-bullying book inspired by Birmingham girl Madison Whittsett, who committed suicide at age 9 after being continuously bullied in school in 2018.
