Noelia Victoria Voigt Briceño is an American licensed esthetician, certified lash technician and beauty queen from Park City, Utah, United States. She was born in Sarasota, Florida, USA to her American father Jack David Voigt and her Venezuelan mother Jackeline Coromoto Briceño.

Also born in Sarasota, Jack played in the Major League Baseball from 1992 to 1998. Jackeline hails from Macaraibo, Venezuela.

Not only is Noelia the first ever Miss Utah USA of Venezuelan descent. She is also the first ever Miss USA to resign before the end of her reign.

“There is a toxic work environment within the Miss USA organization that, at best, is poor management and, at worst, is bullying and harassment,” Noelia wrote in her resignation letter, which was obtained by NBC News on May 9, 2024. “This started soon after winning the title of Miss USA 2023.”

Before moving to Park City, Noelia lived in Nokomis, Florida and in Birmingham, Alabama, USA. She went to Pine View School in Osprey, Florida and attended online classes at the Florida Virtual School.

3. On April 15, 2018, she won Miss Teen Florida United States 2018 in Daytona Beach, Florida.
4. On August 25, 2019, she joined Iron City Lash Bar in Birmingham as a licensed esthetician and a certified lash technician.
5. In January 2020, she won Miss Collegiate Alabama 2020.
6. In November 2020, she started her reign as 2021 Miss Connecticut Collegiate America.
7. In May 2021, she entered the University of Alabama in Tuscaloosa, Alabama to pursue a bachelor’s degree in interior design. On September 6, 2021, Higher Level Solutions Publishing published her book “Maddie the BRAVE“, an anti-bullying book inspired by Birmingham girl Madison Whittsett, who committed suicide at age 9 after being continuously bullied in school in 2018.
8. On January 15, 2022, she represented Camelia at Miss Alabama USA 2022 and competed against 33 other candidates at the Jay and Susie Gogue Performing Arts Center of Auburn University in Auburn, Alabama. She was first runner-up to Katelyn Vinson.
9. On January 28, 2023, she represented Greystone at Miss Alabama USA 2023 and competed against 37 other candidates at the Jay and Susie Gogue Performing Arts Center of Auburn University. She was runner-up to Sophie Burzynski.
10. On July 8, 2023, she represented Park City at Miss Utah USA 2023 and competed against 19 other candidates at the Capitol Theatre in Salt Lake City, Salt Lake County, Utah. She won the crown.
11. On September 29, 2023, she represented Utah at Miss USA 2023 and competed against 50 other candidates at Grand Sierra Resort in Reno, Nevada, USA. She won the crown.
12. On November 1, 2023, she turned 24. On November 18, 2023, she represented the U.S. at Miss Universe 2023 and competed against 83 other candidates at the José Adolfo Pineda Arena in San Salvador, El Salvador. She finished in the Top 20.
