Both Gilberto Roman Reyes, 35, and Justin Lloyd Billings, 34, are residents of Enterprise, Alabama, United States. The city is in the southeastern part of Coffee County, Alabama and the southwestern part of Dale County, Alabama.
Enterprise is home to the Boll Weevil Monument. The city is around 30 miles away from Dothan, Houston County, Alabama.
From March 21-22, 2024, the Dothan Police Department conducted an undercover cyber operation as part of a human trafficking investigation. The department was assisted by the Covenant Rescue Group, which supports law enforcement agencies in the investigation and prosecution of child exploitation and human trafficking cases.
The U.S. Marshals Service, Homeland Security Investigations and the district attorney’s offices in Houston County and Henry County, Alabama also participated in the operation. During the operation, investigators had online chats with individuals looking for sexual activities with underage juveniles.
Including Reyes and Billings, 11 men agreed to meet at a location in Dothan. Upon arriving at the location, they were arrested.
There are 37 felony charges and two misdemeanor charges between them and more charges are pending, according to the Dothan Police Department. Reyes and Billings were each charged with first-degree human trafficking, electronic solicitation of a child, traveling to meet a child for an unlawful sex act.
Four of the 11 suspects are Dothan residents namely Carey Jamal Wright, 33, Jeremy Alexander Critten, 32, Chatwarong Srithanat, 29, and Judah Jabez Davis, 19. The other suspects are Scott Evans Anderson, 63, of Toledo, Ohio, USA, Thomas Dewey Fye, 60, of Kinsey, Houston County, Ray Charles Reed Jr., 40, of Arlington, Georgia, USA, Kyle Leander Nelson, 35, of Highland Home, Crenshaw County, Alabama and Jermaine Jermaine Sanquil Smith, 32, of Troy, Pike County, Alabama.
Aside from Enterprise, Billings has lived in other parts of Alabama including Ozark and Daleville. He has lived in different parts of Florida, USA including Navarre and Pensacola.
