11 Sioux Falls, South Dakota residents charged with attempted enticement of minor using internet

Homeland Security Investigations participated in a joint online sex crimes operation that ran in South Dakota, United States from March 7-12, 2024. A total of 11 residents of Sioux Falls, Minnehaha County, South Dakota were arrested.

Each of the 11 arrestees was federally charged with attempted enticement of a minor using the internet. Here are their names and ages:

  1. Carter Lee Tyree, 20
  2. Dylan Ryan, 24
  3. Gerber David Santos Gonzalez, 25
  4. Hunter Hill, 22
  5. Jorge Manual Rodriguez-Marroquin, 47
  6. Kalvin Michael Frankus, 37
  7. Kyle Dean Bult, 38
  8. Ryan Nigro, 32
  9. Southy Thepmontry, 69
  10. Stacy Shannon Hoover, 56
  11. William Danery Sebastian, 33

If the arrestees are convicted, they will face the mandatory minimum penalty of 10 years and a maximum of life in federal prison with or without a $250,000 fine. Assistant U.S. attorneys Jeffrey C. Clapper and Elizabeth A. Ebert are prosecuting the cases.

HSI conducted the operation with the Internet Crimes Against Children Task Force, the South Dakota Division of Criminal Investigation, the South Dakota Highway Patrol and the Minnehaha County Sheriff’s Office. Aside from the Sioux Falls Police Department, the police departments of Watertown, Codington County, South Dakota; Tea, Lincoln County, South Dakota and Rapid City, Pennington County, South Dakota and the Lincoln County Sheriff’s Office also participated.
