Justin D. Carroll, 42, of Antioch, Nashville, Davidson County, Tennessee, United States is a former employee of the Federal Bureau of Investigation. He worked in the bureau’s office in Nashville as an electronics technician.

While employed as an FBI electronics tech, Carroll connected with three girls, then 14, on chatting websites. He met one of them, a resident of Rhode Island, USA, in an online chatroom in 2020.

“I’m only 14 not 18 im sorry When I said I love you and wanted to spend the rest of my life with you I meant it all”, the girl wrote in one exchange. “It’s a prank.”

“Y act 14 ha I don’t care what your age is you are beautiful and special to me you can spend the rest of your days with me,” Carroll responded. When the girl wrote he was four years younger than her father, he replied, “Awesome”.

Between June 2020 and April 27, 2021, Carroll engaged in sexually explicit chats and exchanged sexually explicit images with the three girls. In March 2021, the Rhode Island girl mailed a Valentine’s Day package to the FBI office in Nashville where Carroll worked.

There was no recipient on the label of the package but it had the Rhode Island girl’s name and address. FBI bomb technicians found candies and a teddy bear inside the package.

Carroll was identified as the user of an email connected to the exchange of sexually explicit images and videos with the Rhode Island girl. On April 27, 2021, FBI agents arrested him when he arrived at the bureau’s office in Nashville for work.

The FBI investigated the case with the Department of Homeland Security. It was prosecuted by assistant U.S. attorneys Juliet Aldridge and Monica R. Morrison.

On March 4, 2024, a jury in Tennessee found Carroll guilty of sexual exploitation of a minor, coercion and enticement of a minor to engage in unlawful sexual activity, receipt of child pornography and transfer of obscene material to an individual under the age of 16. On May 5, 2025, U.S. attorney Robert E. McGuire announced that a jury convicted the Antioch man of sexual exploitation of a minor, coercion and enticement of a minor, two counts of receipt of child pornography and three counts of transferring obscene material to a minor under 16.

Carroll was sentenced to 20 years in federal prison. He will be on supervised release for 10 years following his term of incarceration.
