Kevin J. Burns, 43, of Irondequoit, Monroe County, New York, United States is a teacher. He is accused of receiving and possessing child pornography.
Aside from Irondequoit, Burns has lived in other parts of Monroe County including Rochester. A private Catholic graduate school called St. Bernard’s School of Theology and Ministry is located in Rochester.
Irondequoit is home to Bishop Kearney High School, a Roman Catholic educational institution established in 1962. The town is around 6 miles away from Rochester and around 400 miles away from Alexandria, Virginia, USA.
Based in Alexandria, the National Center for Missing and Exploited Children (NCMEC) was established by the U.S. Congress in 1984. Since 2022, Michelle Collins DeLaune, an alumna of St. Paul VI Catholic High School in Chantilly, Virginia, has been the president and chief executive officer of the nonprofit organization.

In October 2023, the NCMEC sent a report to the New York State Police about an individual living in Rochester uploaded an image of child pornography from the internet. Subsequent investigation traced the material to Burns, who was then a teacher employed by a school in Monroe County.
On December 5, 2023, the New York State Police station in Horseheads, Chemung County, New York received a report from the NCMEC about the possession of child sexual abuse material (CSAM). On November 5, 2024, a search warrant was executed Burns’ residence on Hillhurst Lane in Irondequoit as a part of an ongoing child exploitation investigation.
Numerous devices that belonged to Burns were seized for forensic examination. Investigators determined that CSAM was present on one of the devices.
More than 450 images of CSAM depicting infants and toddler-age children were found on the device. These included children engaged in sexual acts with adults and restrained, blind-folded and masked children.
On April 30, 2025, Burns was arrested for possessing a sexual performance by a child and processed at the New York State Police station in Rochester. He was issued an appearance ticket returnable to Irondequoit Town Court at 5:30 p.m. on June 9, 2025.
On June 4, 2025, Burns made an initial appearance before U.S. District Judge Colleen D. Holland. The Irondequoit man was charged with receipt and possession of child pornography and held pending a detention hearing.
