Devon Flanagan Hogan, 34, of Warwick, Rhode Island, United States and Veronica Hannan, 34, of Westport, Connecticut, USA are friends. They are former residents of Washington, D.C., USA.

Hannan is a mother of three. She speaks English and Spanish.

Having earned a master’s degree in business analysis from The Catholic University of America in Washington, D.C., Hannan became a product management, operations and transformation strategy professional. Her skills include communicating with senior business leaders on complex data, analytics and artificial intelligence solutions.

As a business expert, Hannan has extensive experience in the implementation of advertising technology. From June 2013 to May 2015, she was an operations manager at ATC Healthcare in Pittsburgh, Pennsylvania, USA.

From June 2015 to May 2022, Hannan was a principal consultant at Infinitive in Ashburn, Virginia, USA. She joined PepsiCo in Purchase, New York, USA as an enterprise data strategy manager in May 2022 and was promoted to data and AI product manager in January 2023 and senior data and AI product manager in June 2023.

Devon Flanagan Hogan

Hogan is a prosecutor in Rhode Island and she is a Democrat. She is William Hogan‘s wife.

Aside from Warwick, Devon has lived in other parts of Rhode Island including Providence. She is a former resident of Danbury, Connecticut and she has lived in different parts of Massachusetts, USA including Boston and Brookline.

In April 2018, the office of the attorney general of Rhode Island employed Devon as a special assistant attorney general. On January 5, 2019, she and William got married in Providence.

In August 2019, Devon moved to Warwick. In January 2025, she turned 34.

Newport, Rhode Island

On the evening of August 14, 2025, Devon and Hannan went to The Clarke Cooke House at 24 Bannister’s Wharf in Newport, Rhode Island. At around 9:51 p.m. that evening, Newport Police Department officers responded to the restaurant because the two women refused to leave.

Devon and Hannan were each charged with willful trespass. The former was given a district court summons to appear in court.

In addition, Hannan was charged with disorderly conduct and resisting arrest. She was brought to court for arraignment.

On August 18, 2025, the Newport Police Department released police body camera footage of Devon and Hannan’s arrests. The prosecutor was caught on camera repeatedly telling the arresting officers that she was an attorney general.

“I’m an AG,” Devon told the officers. “I’m an AG. What are your probable cause to detain me for?”

During the arrest, Devon demanded the officers turn off their body cameras and stop filming her. Hannan told the officers, “She’s a lawyer.”

Amid Devon’s refusal to follow instructions and cooperate, she was taken into custody. She warned the officers, “You’re going to regret this. You’re going to regret this.”

The Rhode Island attorney general’s office is currently reviewing the incident involving Devon’s arrest. She was assigned to the appellate unit of the office’s criminal division.
