Bloomfield, New Jersey’s Louis Santiago drives 2005 Honda Accord, hits Damian Dymka on Garden State Parkway


Louis Santiago, 25, of Bloomfield, Essex County, New Jersey, United States was recently arrested. He is a Newark Police Department officer in Newark, Essex County and his father Luis Santiago, 56, is a Newark Police Department lieutenant.

On November 1, 2021, Louis was off-duty when he was driving a 2005 Honda Accord with his Albert Guzman, 25, of Newark in the passenger’s seat. Traveling northbound on the Garden State Parkway, Louis failed to maintain his lane and traveled on the right shoulder of the controlled-access toll road fatally striking Damian Ziggy Dymka, 29, of Garfield, Bergen County, New Jersey.

Dymka was a nurse. He was walking on the shoulder of the northbound side when he was struck by Louis’s 2005 Honda Accord.

Neither Louis nor Guzman called 911. Instead, Louis loaded Dymka into his 2005 Honda Accord and took the victim’s body to his Bloomfield home where he, Guzman and his mother Annette Santiago, 53, allegedly discussed what to do with the body.

Later, Louis drove his his 2005 Honda Accord went back to the crime scene. Luis called 911 and reported that his son was in an accident.


New Jersey State Police officers arrived and found Dymka’s body in the back seat of Louis’s car. The officers arrested Louis, Guzman and Annette.

Louis was charged with vehicular homicide, leaving the scene of crash resulting in death, endangering an injured victim, desecrating/moving human remains, hindering one’s own apprehension, conspiracy to hinder prosecution, tampering with physical evidence, obstructing the administration of law and two counts of official misconduct. Annette and Guzman were each charged with conspiracy to desecrate human remains, hindering apprehension and conspiracy to hinder apprehension and tamper with physical evidence.
