Is Boston, Massachusetts’ Litang Liang a Chinese spy? Bond set at $25k

Litang Liang, 64, of Brighton, Boston, Suffolk County, Massachusetts, United States is a U.S. citizen. He also goes by the name Henry Liang.

Between 2018 through at least 2022, Liang allegedly gathered information for the Chinese government. He allegedly organized a counter-protest against pro-democracy dissidents in the U.S. and gave China’s Ministry of Public Security a list of names of potential recruits.

In 2018, Liang allegedly started working as an agent of the People’s Republic of China. He is accused of knowingly acting and causing others to act in the U.S. as an agent of a foreign government without providing prior notification to the U.S. attorney general as required by law.

In January 2019, Liang co-founded the New England Alliance for the Peaceful Unification of China, an organization that supports the People’s Republic of China and opposes the independence of Taiwan. He served as the group’s vice president through at least 2021.

On May 9, 2023, Liang was arrested and charged with conspiracy to act as an agent of a foreign government and acting as an agent of a foreign government without notice to the attorney general. He pleaded not guilty to both charges and was given a $25,000 cash bond.

Liang will be electronically monitored. He is prohibited from leaving Massachusetts and from having any contact with the Chinese government or any members of the New England Alliance for the Peaceful Unification of China.
