Troy Allen Koen is an American man from Brownsburg, Indiana, United States. He is an alumnus of Skyline High School and Career Development Center in Dallas, Texas, USA.

In April 1989, Koen obtained his airframe repair specialist certificate from the U.S. Air Force. From June 1989 to August 1992, he managed work load and schedule of maintaining Strategic Air Command 96th squadron B-1B and Boeing KC-135 tanker aircraft at the U.S. Air Force base Dyess Air Force Base in Texas.

In 1996, Koen launched Quality Developments, a children’s clothing and vending machine sales company in Dallas, Texas. From 1997 to 1999, he was the head of Boeing 767/747 interiors at StandardAero at the Love Field Airport in Dallas.

From August 1999 to May 2000, Koen was a NORDAM cabinet maker lead in Tulsa, Oklahoma, USA. In December 2013, he obtained his basic fan thrust reverse training V2500 certificate from Lufthansa Technic.

During the riot, he allegedly smashed a glass door, allowed other rioters to enter the building and of assaulted officers with a flagpole.

In September 2022, a Federal Bureau of Investigation special agent interviewed an officer from the police department of Mineral Wells, Texas, USA, who previously cited him for a separate incident involving assault. The officer positively identified him in photographs taken at the U.S. Capitol on January 6, 2021. On November 2, 2023, U.S. Magistrate Judge Zia M. Faruqui signed a criminal complaint the FBI special agent filed against him.
  13. He was 53 years old when he was arrested on November 9, 2023 in Indianapolis. For his participation in the U.S. Capitol riot on January 6, 2021, he was charged with assaulting, resisting or impeding certain officers, destruction of government property, obstruction of law enforcement during civil disorder, knowingly entering or remaining in any restricted building without lawful authority, engaging in physical violence in a restricted building or grounds, obstructing or impeding passage through or within the grounds or any of the U.S. Capitol buildings and an act of physical violence in the U.S. Capitol grounds or buildings.
