Steven Marcus Kelley, 45, of Ouachita Parish, Louisiana, United States is accused of molesting two children multiple times between May 2015 and December 2018. The alleged victims are his stepdaughters aged 9 and 5.
When a UPS delivery driver encountered the two children at a residence in Calhoun, Ouachita Parish, they were visibly upset. One of the girls allegedly told the driver that she did not want to be raped by Kelley again.
On February 26, 2019, authorities started investigating the case. One of the two girls told police officers that Kelley forced her to engage in sexual activity at least two hundred times. She was able to describe in detail the inappropriate things she allegedly was forced to do.
On March 13, 2019, Kelley was arrested. He was booked into the Ouachita Correctional Center in Monroe, Ouachita Parish.
On April 4, 2019, a bill of indictment was filed with the 4th Judicial District Court in Ouachita Parish. A grand jury indicted Kelley on four counts of sexual battery, three counts of molestation of a juvenile and three counts of first-degree rape.
The Ouachita Parish was founded on March 31, 1807. It was named after the Ouachita tribe who lived along the Ouachita River, which flows through southern Arkansas, USA and northeastern Louisiana.
The parish seat of Ouachita Parish is Monroe, which is the eighth largest city in Louisiana. According to the city’s comprehensive annual financial report in 2018, its top five employers are the Ouachita Parish School Board, Lumen Technologies, the Monroe City School District, St. Francis Specialty Hospital and the Glenwood Regional Medical Center.
