HSI agents arrest Orange Park, Florida’s James Allen Randall 

James Allen Randall, 70, of Orange Park, Clay County, Florida, United States previously lived in Jacksonville, Duval County, Florida. On February 16, 2023, agents and task force officers from Homeland Security Investigations executed a search warrant at his residence in Orange Park.

The agents and officers located a computer that was being used by Randall that had the search results for child sex abuse materials displayed on the screen. He had previously downloaded a file containing child sex abuse material, according to a preliminary review of the computer.


Randall was charged with receiving child sex abuse materials and accessing with the intent to view child sex abuse materials. He faces a minimum mandatory sentence of 5 years up to 30 years in federal prison and a potential life term of supervised release.

On February 21, 2023, Randall will attend a hearing. Assistant U.S. Attorney Ashley Washington will prosecute the case.


As the principal investigative arm of the U.S. Department of Homeland Security, HSI is responsible for investigating transnational crime and threats. The agency has more than 7,100 special agents making it the second largest investigative service in the U.S. behind the Federal Bureau of Investigation.

HSI aims to investigate, disrupt and dismantle terrorist, transnational and other criminal organizations that threaten or seek to exploit the customs and immigration laws of the U.S. The agency plays a key role in investigating and arresting suspects who posses and distribute child pornography.
